Paradise Valley, Arizona is a town known for its stunning picturesque Sonoran Desert. The town’s strict zoning regulations and minimum one-acre lot requirement contribute to its reputation as an affluent and prestigious area. A town with limited government interference is both unique in the 21 st century and absolutely awesome!
In the late 1800s, the vast expanse of land nestled between the McDowell Mountains to the east and Camelback Mountain to the south was a grazing area for cattle. However, in the 1880s, the Rio Verde Canal Company transformed this open grazing land into fertile farmland by introducing irrigation systems. The beauty and tranquility of the desert landscape captivated three surveyors sent by the Rio Verde Canal Company in 1889, leading them to name the area Paradise Valley.
The actual settlement of Paradise Valley began after World War II. Located in Maricopa County, it was primarily a rural residential region with limited commercial development. The homes, although modest in size and style, occupied spacious plots of land, typically ranging from one to five acres.
In the late 1950s, the neighboring cities of Phoenix and Scottsdale sought to expand their boundaries. Concerned residents of Paradise Valley were apprehensive about losing their cherished rural lifestyle to the potential absorption by Phoenix or Scottsdale. They feared the emergence of subdivisions, shopping centers, new zoning laws, and increased property taxes.
To protect their way of life, these residents formed the “Citizens Committee for the Incorporation of The Town of Paradise Valley, Arizona.” They launched a petition drive, urging fellow residents to join their cause and establish Paradise Valley as an independent town.
Their primary goals were to maintain a minimum zoning requirement of one house per acre, preserve the area exclusively for residential purposes, and limit government intervention. In April 1961, the Citizens Committee presented their petition to the Maricopa County Board of Supervisors, leading to the official establishment of the Town of Paradise Valley on May 24, 1961.
With an initial population of approximately 2,000, the first Town Council was formed. In the early years, the Council focused on creating the Planning and Zoning Commission, the Board of Adjustment, refining zoning ordinances, and annexing additional properties.
By 1968, the boundaries of Paradise Valley were mostly defined, with only a few scattered county islands and a handful of neighboring communities adjacent to the town’s borders, which would eventually be incorporated. By 2000, with a population exceeding 13,000, only two county islands remained: the Clearwater Hills community west of Tatum Boulevard and the Franciscan Renewal Center on Lincoln Drive.
Throughout its 60-plus-year history, the residents of Paradise Valley have remained committed to preserving the town’s original mission: maintaining a residential community characterized by tranquility and a rural-like ambiance, with limited government intervention.
The Town is predominantly zoned single-family housing but is also home to 9 resorts, 15 places of worship, 11 public and private schools, 3 golf courses, and 4 medical centers.
The area offers stunning views of mountains, including Camelback Mountain and the McDowell Mountains, as well as scenic desert vistas. This pristine environment attracts residents and visitors seeking tranquility and a connection with nature.
